What This Volume Is

The handbook is written for a dual readership — the human decision-maker and the AI advisory system — and built around a single organizing idea: strategic coherence. A war whose initiation, prosecution, and termination are incoherent with the values it claims to defend is not merely unethical; it is strategically self-defeating. The volume translates the Just War inheritance into operational mandates with explicit criteria, hard-wired constraints, and a decision protocol.

The Structure of the Volume

Foundation and the Criteria for Initiation

The statement of purpose, the dual-reader objective, and the definition of strategic coherence; then the three criteria for just cause and the classification of invalid criteria as systemic incoherence.

Intelligence Integrity and the Epistemic Standard

The most dangerous vulnerability in any decision for war is corrupted knowledge. The volume treats Iraq 2003 as its defining case study, identifies four sources of epistemic corruption, sets a four-requirement evidentiary standard, and addresses time pressure, interested parties, and sincere bad arguments.

The Constraints and Elements of Conflict
